I believe that you only need a member account for the North American pre-sale, not for the European pre-sale. If I understood correctly here: https://register.warnerartists.net/muse/faq/ So you only have to pre-order the album to get the pre-sale code.

Hi, I've got a question about the pre-sale for the EU theatre tour. I'm a long time member of the Muse website, but don't have an account in the shop. I understand that I have to buy the new album in the official shop and then I will get a pre-sale code. But will I get the code if I don't have an account for the shop yet?
