I dunno what happens in US but i am 100% sure it is not from an animal or something. I would feel a bit insulted if my efforts at sound layering would be called chirps and stuff. I mean, the first time I put the song in stereo and played it, and I remember the chirping and was like wtf? Doesn't make the song bad I just find it annoying. The sound comes right after the lyrics: "whilst they'll make you believe, that they are the special ones, -we have not been chosen-", which quickly remind me of mind control. The sound is very similar (or identical) to the sound used in the intro and outro of MK Ultra, which is about CIA's mind control project.
