From what I can tell, the promoter is the real culprit. I think in most cases for this tour it is Live Nation. They control the ticket distribution. They "give" tickets to the band, Ticketmaster, the venue, etc, etc. Each of these entities can do with them what they want (i.e Give them to guests, employees, etc.) Since these tickets are handed out before the general and pre-sales, they are usually good seats. But, more and more they seem to be selling them into the secondary ticket market and taking a cut of the profits. The only loser in this whole situation is the fan. I will warn you not to ride the F5 key on the Ticketmaster website. They will IP ban you for 15 or so minutes if you reload too many times and/or too quickly.
