On edit: scratch that; I was looking at the face and laurel wreath and ignoring the toga & shoulders, which are clearly different. I guess it could be a younger bust of Claudius, but who would've bothered carving him as a younger man, when he was undistinguished? Unless it was a deliberately flattering one made when he was older... arrgh... Are there any specialists in Ancient Roman statuary on the Muse.mu board? You were heading in the right direction with the whole "flattering" thing, though. This was made when he was old, but the officially approved way of depicting him was as a young man.
